2、nhaiNewArea(TBNA)isfacingtheproblemofhowtopromotethebalancedurbanandruraldevelopment.In2004,theurbanizationlevelwashigherthan70%inTBNA,whiletheagriculturalcontributiontoGDPlessthan1%,whichrevealsthedeclinationofagriculturaldevelopmentinthearea.In2006,
3、therewere236administrativevillagesdistributedinthefivedistrictsofTBNAO,accommodatingapopulationof383thousand(seeFig.1).WhenlookingforwardtothesustaineddevelopmentofTBNAonthebasisofthegreatachievementswhichhavealreadybeenmade,dueattentionshouldbepaidto
4、dealingwiththeactualsituations,amongwhichthesolutiontotheissuesconcerning"Agriculture,CountrysideandFarmers"willbeanimportantstrategywhichcoulddirectlyaffectthedevelopmentofthenewsocialistcountrysideinTBNA.1.Economicsituationofagricultureandcountrysid
5、eInthepastdecade,aneconomicstructuredominatedbyprocessingindustryhasbeenformedinTBNA,withtheproportionofthethreeindustriesbeing1:68:3landtheurbanizationlevelreachingabove76%.Atthesametime,thedevelopmentofruraleconomydemonstratedthetendencyofnon-agricu
6、lture.1.1RoleofagricultureinTBNA'sEconomyInrecentyears,thegrossproductionofTBNAhasincreasedfrom20billionyuan(RMB)intheearly1990sto120billionyuan(RMB)atthebeginningofthe21stcentury,amongwhichthecontributionofagriculturewasquitelimited,withitsproportion
7、decliningwithyearstolessthan1%since2004.1.2EconomicsituationofTBNA'scountrysideCurrentlyinTBNA,agricultureOccupiesaminorpositionevenintheruraleconomy.AccordingtothesurveycarriedoutbytheTianjinInstituteofPlanningandDesignin2005,theproportionofthethreei
8、ndustriesinTBNA'sruraleconomywas5:53:42intermsofproduction,while35:39:26intermsofemployment,bothofwhichindicatethatinTBNA,thefarmers'incomemainlycomesfromnon-agriculturalindustrieswhileacertainnumberoflaborforcearestilllivingonagriculture.Onet
