3、hesoftwaremanagementandcontrol，softwaredevelopmentalcostestimationisthecrucialtask．Astheneedofsoftwaredevelopmentalcostestimationwasbecomingurgent，manycomputersoftwareorganizationsstartedtodoresearchonthecostestimation，andhadissuedsomeestimationmethodsandmodelsinthepas

4、ttwentyorthirtyyears．Thetechnologyofsoftwaredevelopmentalcostestimationisbecomingmaturity．However,theyarestillnotperfect．Theirlimitationsmainlyreflectlowprecision，inflexibility,ineffectivelysupportingtheprojectmanagement．Onthefoundationofdetailedanalysisofthecurrentmai

5、ncostestimationmethods，thispaperhasfourpointsofcontributionasfollows：1．Throughthestudyofthemeritsandlimitationsoftheseestimationmethods，itputsforwardaviewofstagesoftwarecostestimationalonewiththesoftwarelifecycleandemphasizesitsnecessityanditsfunction．2．Aimingatthedefi

6、ciencyofsoftwaresizingbyusingLOC(1ineofcode)，itimprovesthewayofLOC．Itstatesthatthewayofsoftwaresizingshouldbecalculatedbythreeattributes：numofLOC，technologydifficultyandcomplexity．Onthebaseofthisviewpoint，itadjuststheeffortformulaofCOCOMO．Accordingtoactualvalidation，th
