1、摘要石化工业产业链设计与循环经济发展模式研究——以茂名石化工业区一区为例专业：环境科学硕士生：戚月昆导师：陈新庚(教授)石化工业作为国民经济的支柱产业，对我国的经济建设起着非常重要的作用。与此同时，石化工业又是资源能源消耗高，环境污染严重的行业。这与当今社会经济和环境可持续发展的宗旨相互违背。如何改变石化工业污染严重的现状，实现石化工业的可持续发展，走新型工业化道路，是一个十分重要的课题。循环经济是可持续发展思想理论指导下的最佳经济模式。循环经济、清洁生产、生态工业和系统工程理论是石化工业产业链设计和循环经济模式研究的理论基础。本文在总结了这些理论要点的基础上，针对石化工业的特点，

2、提出了石化工业的循环经济模式：石化工业循环经济的发展要建立在4个层面的基础上，即社会层面、区域层面、产业链层面和企业层面。在社会层面上，要大力发展绿色消费市场和资源回收产业，在整个社会范围内，完成“资源一产品一再生资源”的闭合回路：在区域层面上，组织化工生产链，把不同的产业链联结起来，形成共享资源和互换副产品的产业链共生组合；产业链层面上，通过上下游产品关系，使上游产业的产品和“三废”成为下游产业的原料和能源，这也是石化工业产业链设计的主要思路；在企业层面上，鼓励企业采用先进的技术，实施清洁生产，实现资源在企业内部的循环使用。产业链的设计是石化工业园的核心。产业链的设计思路是：首先
