8、一个民族”已经引起政府的高度重视，并于2000年启动“学生饮用奶计划”。为促进牛奶消费，我国政府将奶业列为鼓励发展的重点产业，并作为重大专项开展奶业产业化熏点研究和基地建设⋯。农业部2003年5目颁布我国《牛奶优势区域发展规划》．规划到2007年，要求明显提高我国奶牛规模化、标准化生产水平，走产业化经营路子。由于人们对奶类产品需求的增长及政府的大力提倡，我国
