2、ransferofruralsurpluslaborforceiscloselyrelatedtothem.ThearrivalofLewisturningpointmakestheproblemofinsufficienttransferbecomeanurgentneed.Thesystem,humancapitalandsocialcapitalisthemainfactoraffectingthetransfer,andfromtheperspectiveofthelabormarketseg
3、mentation,withthesethreeabovetoanalyzethetransferofruralsurpluslaborforce,betterreflectsthecomplexityoftheissueandclosertothenatureoftheproblem.Segmentationoflabormarketsystemhasafundamentalandlong-termimpactonthetransferofruralsurpluslaborforce,notonly
4、affectstheirdecisionanddirectionofthetransfer,butalsocreateditsunique“ruralmigrantworkers“mode.Thehouseholdregistrationsystemandaseriesofcoordinatedsystemnotonlyhinderthetransferout,butmakeidentitytransferhardertoachieve.Asthepathdependence,theconsequen
5、cesofsystemsegmentationcannotbesolvedintheshortterm,anditsinterestgroupsbecomethegreatresistanceofsystemchange.Humancapitalisanotherfactoraffectingthetransfer,whichcausedruralsurpluslaborforce"bothexcessandshortage".Itispreciselythelabormarketsegmentati
6、onthatmakestheirhumancapitaldifficulttoenhance.First,itreducestherateofreturnoninvestmentsinhumancapitalandenthusiasmforinvestment;Second,thelow-incomewhichcausedbylabormarketsegmentationreduceshumancapitalinvestmentcapacity,andthatexcessivelaboralterna
7、tiveleisurehasreducedthetimeavailableforinvestment;Third,itisreducingtheopportunitiesof“studyindoing”toenhancehumancapital.Theprocessisamutualviciouscircle.Byinfluencinghumancapital,labormarketsegmentation’sinfluencesonthesurplusrurallaborforcecontinuou
