1、摘要随着政府对电子政务网络化推动力度的不断扩大，全国各级党政机关纷纷开展了电子政务系统的建设工作。虽然办公自动化建设的要求已经提出多年，但在一些不发达地区进展并不明显，基本还是停留在单机文字处理和表格处理的办公自动化初级阶段，信息的交流和共享，以及团队的协同运作等无法完美地实现，工作效率低下，办公方式没有实现规范化和制度化。因此，这些地区的各级机关迫切需要建立一套基于工作流、计算机技术和网络技术的办公自动化系统，使机关内部人员能够方便快捷地共享资源，交流信息，实现群体协同工作，实现迅速、全方位的信息采集、信息处理，为机关

2、单位的管理和决策提供科学的依据，从而提高办事效率，降低成本。本文项目来源于广西壮族自治区某县纪检监察机关。首先介绍了办公自动化系统在我国的发展现状、功能和开发模式：其次，介绍了本文所应用的技术基础；然后结合单位的工作实际，对纪检监察0A系统进行了详细的系统需求分析，规划了功能模块；结合办公自动化工作流技术，阐述了公文流转和事务申请与审批模块的详细设计及开发过程；最后给出了公文流转和事务申请与审批模块的实现。系统以．NET为开发平台，使用SOLSERVER2000为后台数据库，充分利用了原有的硬件设施，优化了网络结构，整合
