5、isacomplexprocess.Itinvolvesmanymatters.suchasnetworkconstruction,networkmaintenance,informationdistribution,informationcollectionandSOon.Thesemattersareassociatedwitheachother.WKlethemodeinwhichanoverlaynetworkiSconstructedgovernsthechoiceoftheinformationtransmissionpath,theinformat
