2、reaterliberalizationandexpansionofworldtradeandimprovingtheinternationalframeworkfortheconductofworldtrade;Recognizingthatlaws,regulations,proceduresandpracticesregardinggovernmentprocurementshouldnotbeprepared,adoptedorappliedtoforeignordomesticproductsandservicesandtoforeignordomesticsupp
3、lierssoastoaffordprotectiontodomesticproductsorservicesordomesticsuppliersandshouldnotdiscriminateamongforeignproductsorservicesoramongforeignsuppliers;Recognizingthatitisdesirabletoprovidetransparencyoflaws,regulations,proceduresandpracticesregardinggovernmentprocurement;Recognizingtheneed
4、toestablishinternationalproceduresonnotification,consultation,surveillanceanddisputesettlementwithaviewtoensuringafair,promptandeffectiveenforcementoftheinternationalprovisionsongovernmentprocurementandtomaintainthebalanceofrightsandobligationsatthehighestpossiblelevel;Recognizingtheneedtot
5、akeintoaccountthedevelopment,financialandtradeneedsofdevelopingcountries,inparticulartheleast-developedcountries;Desiring,inaccordancewithparagraph6(b)ofArticleIXoftheAgreementonGovernmentProcurementdoneon12April1979,asamendedon2February1987,tobroadenandimprovetheAgreementonthebasisofmutual
6、reciprocityandtoexpandthecoverageoftheAgreementtoincludeservicecontracts;DesiringtoencourageacceptanceofandaccessiontothisAgreementbygovernmentsnotpartytoit;Havingundertakenfurthernegotiationsinpursuanceoftheseobjectives;Herebyagreeasfollows:ArticleI:ScopeandCoveragebacktotop1.ThisAgreement
