2、mbodia,andinSouthVietnam.AndatthattimeIwarnedthatifIconcludedthatincreasedenemyactivityinanyoftheseareasendangeredthelivesofAmericansremaininginVietnam,Iwouldnothesitatetotakestrongandeffectivemeasurestodealwiththatsituation.Despitethatwarning,NorthVietnamhasincreaseditsmilitaryaggre
3、ssioninalltheseareas,andparticularlyinCambodia.AfterfullconsultationwiththeNationalSecurityCouncil,AmbassadorBunker,GeneralAbramsandmyotheradvisors,Ihaveconcludedthattheactionsoftheenemyinthelast10daysclearlyendangerthelivesofAmericanswhoareinVietnamnowandwouldconstituteanunacceptabl
4、erisktothosewhowillbethereafterwithdrawalofanother150,000.ToprotectourmenwhoareinVietnam,andtoguaranteethecontinuedsuccessofourwithdrawalandVietnamizationprogram,Ihaveconcludedthatthetimehascomeforaction.Tonight,Ishalldescribetheactionsoftheenemy,theactionsIhaveorderedtodealwiththats
5、ituation,andthereasonsformydecision.Cambodia--asmallcountryofsevenmillionpeople--hasbeenaneutralnationsincetheGenevaAgreementof1954,anagreement,incidentally,whichwassignedbythegovernmentofNorthVietnam.AmericanpolicysincethenhasbeentoscrupulouslyrespecttheneutralityoftheCambodianpeopl
6、e.Wehavemaintainedaskeletondiplomaticmissionoffewerthan15inCambodia’scapital,andthatonlysincelastAugust.Forthepreviousfouryears,from1965to1969,wedidnothaveanydiplomaticmissionwhateverinCambodia,andforthepastfiveyearswehaveprovidednomilitaryassistancewhateverandnoeconomicassistancetoC
7、ambodia.NorthVietnam,however,hasnotrespectedthatneutrality.Forthepastfiveyears,asindicatedonthismap,thatyouseehere,NorthVietnamhasoccupiedmilitarysanctuariesallalongtheCambodianfrontierwithSouthVietnam.Someoftheseextendupto20milesintoCambodia.Thesanctuariesareinred,andasyounote,theya
