3、REATIONExecutiveSummaryDescription:InMayof1997,CommunityVoicesHeard,amembershiporganizationofpeopleonwelfare,developedaproactiveprogramproposal–theCommunityVoicesHeardCommunityJobsProgram–asourresponsetoworkrequirementssetforthbyfederalandstatewelfarereform
4、.CVH’sproposal,developedbyourmembersandbasedonsimilarprogramproposalsinPennsylvania,VermontandMilwaukee,becamethemodelforNewYorkCityandNewYorkStatelegislation.Thislegislationseekstocreatetemporarywage-payingjobsforpeopleonwelfare,combinedwithcomprehensiveed
5、ucationandtrainingprograms.Thistwo-prongedapproachprovidestheworkexperienceandskillsnecessarytocompeteinthelabormarket.CVHdevelopedthe“jobssurvey”tomakeacaseforwhyapubliclyfundedtemporaryjobsprogramisneededtomovepeopleintowork.Inthesummerof1998,CVHsurveyed4
6、83peopleonwelfareatworkfareworksites,welfarecentersandsocialserviceagenciesinNorthernManhattanandacrossthecity.ThesurveyincludesquestionsabouttheWorkExperienceProgram(WEP),jobtraining,barrierstoemployment,andpastworkexperience.InDecember1998,weinterviewed72
7、oftheoriginalparticipantstomeasuretheimpactofwelfare-to-workprogramsontheirlives.NewYorkCityhasjustbeguntospendits$88milliondollarwelfare-to-workblockgrantfromtheU.S.DepartmentofLaboron21,000currentwelfareparticipantswhohavebeenexemptedfromworkfareinthepast
8、.Thecityisplanningtoputover60%oftheseindividualsintothecity'sWorkExperienceProgram.ThisreportconcludesthatexpandingtheWorkExperienceProgramwilladverselyaffectpeoplecurrentlyonwelfare.Contrarytocommonmi
