2、esthatwouldallowittocarryoutitsmission:toproduceandmanageforeignmilitaryintelligencefortheDepartmentofDefense.SuchsupportwasessentialatatimewhentheUnitedStateswasstillsolidifyingitssuperpowerstatusandfacingideologicalchallengesaswellasthreatstonationalsecurity.Whenhebecamedirector,GeneralCarr
3、ollbecamethepremiermilitaryintelligenceofficial,reportingdirectlytotheSecretaryofDefense.HisjobwastoconsolidatemostofthepreviouslyseparateintelligenceactivitiesoftheArmy,Navy,andAirForce,andrenderintelligencesupporttotheOfficeoftheSecretaryofDefense,theJointChiefsofStaff,themilitaryservices,a
4、ndthemilitaryforces,aswellasotherpolicymakingagencies.TheprincipalobjectivesinestablishingaDefenseIntelligenceAgencyweretoobtainunityofeffortamongallcomponentsoftheDoDindevelopingmilitaryintelligenceandtostrengthentheoverallcapacityoftheDoDforthecollection,production,anddisseminationofintelli
5、genceinformation.Otherobjectivesincludedensuringamoreefficientallocationofscarceintelligenceresources,moreeffectivemanagementofallDoDintelligenceactivities,andtheeliminationofallduplicatefacilities,organizations,andtasks.AtransferofintelligencefunctionsandresourcesfromtheServiceswascompletedo
6、natime-phasedbasistoavoiddegradingtheeffectivenessofdefenseintelligenceduringthetransition.Establishingtheorganizationwithoutcompromisingeffectivenesswasessentialduringthattimeofcontinuingcrises.Duringthesummerof1961,whenDIAwasstillintheplanningstage,theSovietUnionstokedafireintheColdWarbybui
7、ldingawalltopartitionBerlin.ThisfedintothegrowinghostilitygeneratedbyboththeUSandUSSR:theSovietshoot-downofaU-2reconnaissanceaircraftin1960,andtheill-fated,US-backedBayofPigsinvasioninCubainthespringof1961.Thishostilityalsoshoweditselfintherh
