2、术发展水平较低、拥有资源有限，西哈努克港经济特区的发展也因此受到一定的限制，因而制定切实可行的发展战略尤为必要。本文主要运用了SWOT分析方法，从西哈努克港经济特区面临的机会、威胁以及自身具有的优势、劣势四个方面出发，并对柬埔寨的相关风土人情加以考虑，从而做出该特区的发展战略决策，得出相关备选战略方案，即：服装品牌化战略、机械电子横向一体化战略和成本领先战略。然后，综合SWOT分析方法的分析结果及其他各方面因素，最终得出该特区应实施可持续发展战略与一体化战略的结论，如此才能在综合利用柬埔寨现有资源与优势的基础上，实现西哈努克港经济特区的繁荣发展。最后，本
