1、洳专：j、硕士学位论文⑧浙江大学硕士学位论文县市级土地利用总体规划的评价分析摘要土地是人类生存与发展的自然资源与重要社会财富，有效地利用土地资源，科学进行土地利用规划可以促进社会、经济和生态的全方位发展。而其中土地利用总体规划的评价分析是极其重要的一环，科学的规划评价为方案优化和实施管理提供基础和依据。因此，探讨统一的、客观的土地利用总体规划的评价方法十分必要。本文在对目前国内外的土地利用总体规划评价的研究成果以及存在问题分析总结的基础上，论述了土地利用总体规划评价的相关理论和基本内涵。文章参照土地利用总体规划本身的性质，提出了土地利用总体规划评价指标体系的建立原则；并在科

2、学设置评价指标，合理界定指标权重的基础上，针对土地利用系统本身的综合性、复杂性，建立了一套可以量化评价的指标体系及其评价模型。以土地利用总体规划实施的政策执行指标、土地利用效果指标和对经济——社会——生态三方面的影响指标这三个指标评价体系来综合评价土地利用总体规划的实施效果。并且以义乌市2000年规划和新一轮规划修编为例，结合义乌市具体资料数据，进行义乌市土地利用总体规划的效果评价及分析，提出不足之处。论文最后对前、后两轮规划的评价体系、评价指标等进行比较，完善土地利用总体规划的评价体系，并对评价体系的进一步应用提出了意见和建议。关键词：土地利用总体规划、指标体系、规划评价
