1、同济大学土木工程学院硕士学位论文工程投标报价系统的研究姓名：徐北一申请学位级别：硕士专业：土木工程指导教师：徐蓉;邬鹏华20090301摘要本文从我国工程投标报价的现状入手，阐述了在工程量清单计价模式下，工程投标报价的整个体系，以及这一报价体系目前存在的问题，由此引出本文的研究课题。为解决现有投标报价体系中存在的问题，本文对该体系进行了详细的研究，包括对投标报价各个不同阶段，以及在不同阶段中对投标报价产生影响的各种因素的研究。通过这些研究，总结出提高投标报价准确性的方法。工程投标报价中的风险控制是每一个

2、投标人都必须面对的问题，也是工程投标报价系统研究的重点。本文从投标报价全过程分析，提出了不同投标阶段控制投标风险的方法，特别是利用完善的企业定额，判断施工企业的成本，避免在投标报价中出现低于成本的亏本价，使企业蒙受损失。针对目前企业定额尚未推广使用的现状，本文给出了一种简易的编制企业定额的方法，并强调了企业定额动态维护的重要性。本文还通过一个典型投标案例分析，演示了投标报价的全过程以及过程中的风险控制。本文的最后，还对深圳市近年来实施的新的招投标办法进行了分析和解读，对其中的预选承包商制度、电子评标等具
