2、的终末环节。自改革开放以来，我国先后启动了几轮医改，而对于药品采购管理模式的探索也一直被放在医改的首要之处。公立医疗机构，作为社会公共事业，承担着为广大人民群众提供医疗服务和健康服务的重任，公立医疗机构的药品采购管理模式更是在受到社会各界的广泛关注。本文通过综合比较美国、印度、德国的三个国家的药品采购管理模式，分析了安徽、上海和云南的优秀药品采购管理模式经验，着重对吉林省公立医疗机构药品采购管理模式进行了详细研究，并针对药品采购管理模式中存在的问题，如：药品目录不完善、药品价格不合理、药品配送困难、药品集中采购

3、积极性不高等问题提出相应对策建议。在研究过程中，广泛运用比较分析法、典型调查法、个案研究法、经验总结法等研究方式，综合管理学、社会学、医学及药学相关专业知识，多次深入基层开展调研。同时，借鉴和梳理国内外各类药品采购管理模式，结合当今社会互联网、电子商务迅速发展的形势，在总结和借鉴前人的研究成果、参考相关方面专家意见的基础上，探讨药品采购管理模式问题的解决方案。本文以全国第一个实行公立医疗机构全部药品网上集中采购管理模式的省份——吉林省为研究对象，分析吉林省公立医疗机构药品采购管理模式，并结合其优缺点提出改进措施
