2、avis,USAABSTRACTThenotionthattourismcancontributesignificantlytopovertyreductionstrate-giesisattractinggreatinterestfrommultilateralinstitutions,tourismbodies,donorsandotherorganizationsaroundtheglobe.Tourismiscertainlyamajorcontributortoeconomicdevel-opmentinmanysmallis
3、landdevelopingstates(SIDS)andoftenitistheonlyindustryinthesecountriestoconsistentlydemonstrategrowthinrecentyears.However,thegrowthoftourisminSIDSisbynomeanssynonymouswithpovertyreduction,infact,insomecasesitentrenchesexistinginequalities.Iftourismistocontributesignifica
4、ntlytothereductionofpovertyinSIDS,abroadapproachthatvaluessocialsustainabilityaswellasthemorepopularenvironmen-talsustainabilityandeconomicgrowthwillbenecessary.Inaddition,governmentsneedtoestablishaneffectivepolicyenvironmentandplayastrongerregulatoryroleifsustainable,
5、equity-enhancingtourismistoemerge.Thepapersuggestseffectivewaysinwhichnationalplanningcanbothencourageprivatesectoractorstosupportpovertyreductionandfacili-tatetheinvolvementofwidersectorsofsocietyintourismdevelopment.Itisnotsufficientforgovernmentstosimplypromotetourism
