1、摘要自从我国加入、ⅣTO后，烟草企业的竞争已不再是单一产品、单一企业之间的竞争，取而代之的是逐渐转变为烟草供应链之间的竞争。中国的烟草行业已面临着日趋激烈的国际市场竞争和国内禁烟宣传等诸多问题的严峻挑战。建立健全完善的烟草物流配送体系，加快实现传统配送模式向现代流通的转变，已成为我国烟草企业应对市场挑战、增强烟草企业核心竞争力、提高市场竞争力的重要途径。为使烟草企业积极应对市场竞争的需要，通过实际的调研与文献分析，在深入研究我国烟草物流运输与管理体系现状的基础之上，阐述了国内烟草企业对物流运输体系建设的迫切需求，提出了通过构建烟草物流管理体系来提升现有的物流运输管理，以

2、应对烟草企业所面临的危机和挑战的观点。本文通过对烟草物流总体流程的分析，研究了烟草物流总体需求，提出了烟草物流体管理系统的总体目标。在对烟草配送需求与业务研究基础之上，论文详细分析了烟草入库、移库、盘点、分拣和送货的业务流程，并从系统功能设计、体系结构设计、组件设计、代码包设计、安全控制方案设计等角度，对烟草物流管理信息系统进行了详细设计。通过对烟草物流的防伪、烟草配送物流线路及车载量的优化实现，由此构建并开发出了一个功能较为完善、性能较为优良的烟草物流管理信息系统。论文所研究与实现的系统对烟草行业的物流配送运输管理，具有一定的理论指导意义和较为实际的应用价值。关键词：
