1、中文摘要刑罚轻缓化是刑法发展的历史必然趋势，也是人类文明进步的必然结果。如今世界各国都顺应了刑罚轻缓化的大趋势，而我国虽然近年来的刑法修改体现了一些轻缓的趋势，但由于影响了我国数千年的重刑主义思想地位的根深蒂固，使得我国刑罚轻缓化的进程十分缓慢，与世界的大潮流脱节，因此，我国应当树立正确的刑罚观念，调整不合理的重刑刑罚结构，适应不断发展的时代的要求。本文第一部分首先阐述了刑罚轻缓化的含义，明确了刑罚轻缓化所应当包括的外延即非刑罚化，非监禁化。其次说明了刑罚轻缓化的价值，最后，阐述了刑罚轻缓化与我国“宽严相济”的刑事政策的关系。第二部分从刑罚轻缓化的发展，阐述了生命刑的哀落、自由行执行方式
