1、学位论文的主要创新点II№IllllHIll§lIMlllllll靼LHIllllH鲤llllilllq本文从全球价值链角度分析了天津信息产业在价值链中的位置，以全球价值链的国际产品内分工为立足点，构建了较为系统的信息产业升级分析框架，将市场需求、技术升级、资源归纳为全球价值链下产业升级的基本要素，其中市场需求包含需求拉动和供给推动两种，是产业升级的源泉；技术升级是产业升级的根本原因；资源是了产业升级的必要保障。从分析可知发展中国家的企业要想进入全球价值链，必须与价值链中的领导企业建立联系。政府为了弥补自由市场存在的不足和缺陷，通过政府行为与市场机制共同的保障，使上述因素能够
