2、。根据一般观点，我们可以把农村公共物品分为硬物品和软物品。硬物品指的是道路、水利、电力等基础设施。软物品指的是养老、医疗卫生、教育等公共服务。当前，农村公共物品呈现出新的趋势。一是硬物品的供给从以道路为主转向为各种基础设施并重；二是软物品的供给正在逐步取代硬物品的主导地位。但是，公路建设作为过去十多年农村最重要的公共物品供给，给我们留下了很多的经验和教训。道路建设中出现的问题，正是我们在以后得公共物品供给制度中应该注意和完善的。本文以近十年来的我国农村公路建设实践为背景，运用政治学、经济学的理论工具，以湖南省C市为案例进行分析与研究，得出

3、对今后农村公路建设以及农村公共物品供给的对策建议。本文第一部分在相关研究成果和理论综述的基础上，对有关概念给予了界定，提出了选题的意义和研究的方法，并且分析了农村公路对于农村公共物品供给研究的典型意义。第二部分以c市为例，对农村公路的供给主体、决策过程、筹资模式以及配套机制进行了分析，主要是提出这些方面存在的问题。第三部分是根据问题提出的对策建议。在借鉴国外经验的基础上，提出了明晰供给主体、完善决策与规划机制、建立以财政投入为主的多渠道筹资机制、建立长效配套机制以及如何发挥农民作用的对策建议。关键词：农村公路；公共物品；供给Abstrac
