2、及闲暇时间的增多，休闲已经成为人类生活的重要组成部分，同时，人类对“进步”的定义也发生了根本的变化。传统意义上的“进步”往往意味着物质生活水平的不断提高。时至今日，随着人们文化教育水平不断的提高，人们的文化需求也不断提高，文化活动成为人们日常生活的一项重要内容，文化场所是当代人们进行文化活动的重要环境之一。为了进一步满足人民群众对文化的需求，政府部门投入大量的人力、物力，力求实现文化场所的免费，让更多的人能够走进公园、博物馆、图书馆、美术馆等文化场所，充实人们的精神生活。本文以西安市免费文化场所为
3、研究对象，旨在分析西安市免费文化场所管理中存在的问题及其原因，借鉴国内外先进管理经验，提出西安市免费文化场所管理的新路径，丰富文化场所管理理论。文章首先描述了本文的选题背景、意义及国内外研究现状，总结了西安市免费文化场所开放概况及管理过程中存在的问题，并对管理中存在问题的原因进行分析归纳，然后对国内外先进管理理论和经验进行总结，最后，在理论指导、对比分析和实际研究的基础上，结合先进经验，从完善体制机制建设、培育高素质管理者队伍、加强信息化资源的应用、提供多样化服务四方面提出强化西安市免费开放文化场
