5、fortheprotectionofminorities.1Thesetwoelementsarereferredtointhe1935advisoryopinionofthePermanentCourtofInternationalJusticeonMinoritySchoolsinAlbania:"Theideaunderlyingthetreatiesfortheprotectionofminoritieswastosecureforthemthepossibilityoflivingpeaceablyalongsideofthepopulation

6、,whilepreserv-ingtheirowncharacteristics.Inordertoattainthisobjective,twothingswereregardedasparticularlynecessary.Thefirstwastoensurethatmembersofracial,religiousandlinguisticminoritiesshouldbeplacedineveryrespectonafootingofperfectequalitywiththeothernationalsoftheState.Thesecon
