2、Prof.ZhaoXueLiNovember2013万方数据万方数据万方数据河北工业大学硕士学位论文摘要经济全球化为企业的发展提供了新的挑战和机遇，企业只有到国际市场上参与竞争，才能获得更好的发展。中共中央十五届五中全会上明确提出“走出去”战略，号召中国的企业走出国门，开拓国外市场。中央企业作为中国国有企业的精尖力量，在中国国际化战略中担任重要的角色。然而，随着国有企业对外直接投资的规模逐渐扩大，问题也接踵而来。中国的中央企业集团是在国有企业改革中逐渐形成的，由于不健全法律制度环境以及国有资产的产权

3、归属不清造成了国有企业海外资产的大量流失。国家在2003年成立了国有资产监督管理委员会，并明确了国资委对国有企业人、财、业务的管理权，国资委取得了一定的成就，然而由于国有企业仍在改革阶段，其面临的问题仍然很多。本文针对国有企业对外直接投资的监管现状展开分析，指出国有企业海外投资监管中存在的问题。通过博弈分析以及借鉴国际上成熟的国有企业监管的实践提出了一个对国有企业对外直接投资监管的优化体系，以及对应的监督方式和方法。最后通过案例验证该体系的可行性。关键词：国有企业对外直接投资监管体系万方数据国有企业

5、oposed,whichcalledfortheChineseenterprisesgoingabroad,toopenupforeignmarkets.AsthefinetipforceintheinternationalizationstrategyinChina,thecentralenterprisesplayakeyrole.However,withthegraduallyexpandingscaleofstate-ownedenterprises‟foreigndirectinvestm
