3、leinanygivenlocation,andallowsfordirectcomparisonbetweenlocations.Everycityisassignedaratingofrelativecomfortforover30qualitativeandquantitativefactorsacrossfivebroadcategories:stability;healthcare;cultureandenvironment;education;andinfrastructure.Eachfactorinacityisratedasacce

4、ptable,tolerable,uncomfortable,undesirableorintolerable.Forquali-tativeindicators,aratingisawardedbasedonthejudgmentofin-houseanalystsandin-citycontributors.Forquantitativeindicators,aratingiscalcul¬atedbasedontherelativeperformanceofanumberofexternaldatapoints.Thescoresarethen

5、compiledandweightedtoprovideascoreof1–100,where1isconsideredintolerableand100isconsideredideal.Theliveabilityratingisprovidedbothasanoverallscoreandasascoreforeachcategory.Toprovidepointsofreference,thescoreisalsogivenforeachcategoryrelativetoNewYorkandanoverallpositionintheran

6、kingof140citiesisprovided.ThefindingsofthesurveyUnrestiskeyfactorinchangingscoresMelbourneremainsthemostliveablelocationofthe140citiessurveyed,followedbytheAustriancapital,Vienna.Vancouver,whichwasthemostliveablecitysurveyeduntil2011liesinthirdplace.Overthepastsixmonthsonly13ci
