1、MOBILEINFORMATIONSYSTEMSIFIP–TheInternationalFederationforInformationProcessingIFIPwasfoundedin1960undertheauspicesofUNESCO,followingtheFirstWorldComputerCongressheldinParisthepreviousyear.Anumbrellaorganizationforsocietiesworkingininformationprocessing,IFIP’saimistwo-fold:tosupportinformationproc

2、essingwithinitsmembercountriesandtoencouragetechnologytransfertodevelopingnations.Asitsmissionstatementclearlystates,IFIP’smissionistobetheleading,trulyinternational,apoliticalorganizationwhichencouragesandassistsinthedevelopment,exploitationandapplicationofinformationtechnologyforthebenefitofallp

3、eople.IFIPisanon-profitmakingorganization,runalmostsolelyby2500volunteers.Itoperatesthroughanumberoftechnicalcommittees,whichorganizeeventsandpublications.IFIP’seventsrangefromaninternationalcongresstolocalseminars,butthemostimportantare:TheIFIPWorldComputerCongress,heldeverysecondyear;Openconfere

4、nces;Workingconferences.TheflagshipeventistheIFIPWorldComputerCongress,atwhichbothinvitedandcontributedpapersarepresented.Contributedpapersarerigorouslyrefereedandtherejectionrateishigh.AswiththeCongress,participationintheopenconferencesisopentoallandpapersmaybeinvitedorsubmitted.Again,submittedpa

5、persarestringentlyrefereed.Theworkingconferencesarestructureddifferently.Theyareusuallyrunbyaworkinggroupandattendanceissmallandbyinvitationonly.Theirpurposeistocreateanatmosphereconducivetoinnovationanddevelopment.Refereeingislessrigorousandpapersaresubjectedtoextensivegroupdiscussion.Publication

6、sarisingfromIFIPeventsvary.ThepaperspresentedattheIFIPWorldComputerCongressandatopenconferencesarepublishedasconferenceproceedings,whiletheresultsoftheworkingconferencesareoftenpublishedascollectionsofselectedandeditedpapers.Anynationalsocietywhoseprimaryactivityisininformationmayapplytobecomeaful

7、lmemberofIFIP,althoughfullmembershipisrestrictedtoonesocietypercountry.FullmembersareentitledtovoteattheannualGeneralAssembly,Nationalsocietiespreferringalesscommittedinvolvementmayapplyforassociateorcorrespondin
