1、南京林业大学硕士学位论文盐城国家级珍禽自然保护区旅游资源开发研究姓名：谷伟申请学位级别：硕士专业：林业经济管理指导教师：张智光20090601摘要近年来生态旅游在我国方兴未艾，既促进了生态经济的发展，又激发了人们的生态保护热情，其中自然保护区功不可没。但自然保护区缺乏可持续发展思路，缺少科学管理经验，随着生态旅游业的发展，对旅游资源的掠夺性利用及旅游产业的超前发展，使自然保护区生态旅游业产生与保护生态环境相矛盾的状况。一些保护区偏重旅游的经济效益，忽视对景观和资源的保护和管理，造成对生态环境的破坏和资源的退化。目前国内对盐城丹顶鹤自然保护区旅游资源

2、的开发利用还停留在构想、规划阶段，本人通过对保护区湿地生态系统和旅游资源的分析，针对目前的湿地生态旅游业的现状和问题，提出具体的针对保护区的科学的湿地生态旅游业的开发利用措施，并进行了风险和效益评估。本文认为：盐城国家级珍禽自然保护区游资源丰富，组合良好、功能齐全；旅游资源品位高，独具特色；具有重要的科研价值。生态旅游资源的开发潜力很大，依托周边省市等旅游资源，使之成为新-X-,白9生态旅游热点地区。开发盐城国家级珍禽自然保护区的生态旅游应正确处理好“保护、开发，利用”三者之间的关系，管理以分区管理、依法管理、系统管理、持续管理为重，坚持政府管理与
