2、mplementationofthepolicy，thefirstgenerationoftheone-childfamilysubsequentlyaccruedinourcountryanditsscalehasgrowngradually．Thefamilystructureof“4-2—1’’becomesthemainfamilystructureformofthecitiesinourcountry．Astimegoeson，firstonly—childgenerationhasgrownupandtheyallleftthei

3、rhousestogooutforstudyorworkandsomeofthemhavebeenmarriedorhadchildrentoformnewsmallfamilies．Andnowthegreatchangeshavetakenplaceintheoriginalfamilystructure，theparentsofthefirstgenerationofone-childbegantoenterorhavealreadyenteredtheagingstageastheirchildrengrewup．Undertheba

4、ckgroundofanagingpopulation，thepensionproblemfacedbytheparentsofthisonlyone-childfamilyhasbecomeincreasinglyserious．Tocorrectlyunderstandandsolvetheproblemofurbanone—childparentsendowmentishelpfultostabilizetheimplementationofthenationalfamilyplanningpolicyandpromotethedeve
