3、evitaltotheNation'sprosperity,nationalandeconomicsecurity,industrialproduction,engineering,andscientificadvancement.(2)TheUnitedStatescurrentlyleadstheworldinthedevelopmentanduseofhigh-performancecomputingfornationalsecurity,industrialproductivity,science,andengineeri
4、ng,butthatleadisbeingchallengedbyforeigncompetitors.(3)Furtherresearchanddevelopment,expandededucationalprograms,improvedcomputerresearchnetworks,andmoreeffectivetechnologytransferfromgovernmenttoindustryarenecessaryfortheUnitedStatestoreapfullythebenefitsofhigh-perfo
5、rmancecomputing.(4)Ahigh-capacityandhigh-speednationalresearchandeducationcomputernetworkwouldprovideresearchersandeducatorswithaccesstocomputerandinformationresourcesandactasatestbedforfurtherresearchanddevelopmentofhigh-capacityandhigh-speedcomputernetworks.(5)Sever
6、alFederalagencieshaveongoinghigh-performancecomputingprograms,butimprovedlong-terminteragencycoordination,cooperation,andplanningwouldenhancetheeffectivenessoftheseprograms.(6)A1991reportentitled`GrandChallenges:High-PerformanceComputingandCommunications'bytheOfficeof
7、ScienceandTechnologyPolicy,outliningaresearchanddevelopmentstrategyforhigh-performancecomputing,providesaframeworkforamultiagencyhigh-performancecomputingprogram.SuchaprogramwouldprovideAmericanresearchersandeducatorswiththecomputerandinformationresourcestheyneed,andd
