5、rchywerededicatedtotheadvancementoftheirpersonalanddepartmentalempires.Whenoccupiedterri•torywasbeinglooted,theystrovetoacquireprivilegesandpriorities;theyviedwithoneanotherforHitler'sear,andfortheinfluencewhichcamewithhisespecialfavour;andwhenhisflamewasfinallyseentobe
6、gutteringout,theyindulgedinschemesofByzantineintrigueforpersonalsurvivalandaggrandizement.Inmanycasestheyworkedceaselesslytoextendtheirpersonalpre-war'power-bases'intoautonomousformationsofcombattroops,bothasameasureofinsuranceinachancyworld,andinorderthattheirpersonals
