3、出了巨大的贡献。必须看到的是，由于我国的社会经济发展水平有限，政府投入较少，社区养老服务的社会认知程度低以及社区养老服务专业人员不足等问题的存在，严重阻碍了我国社区养老服务的发展。因此大力发展社区养老服务，加大对于社区养老服务的投入与关注，对于我国养老事业有着举足轻重的作用。作为家庭养老和社会养老的一种替代模式，社区养老不仅可以满足老年人对于家庭的渴望以及子女可以尽孝的心愿，同时在一定程度上刺激了社会养老的发展，对于社会和谐发展起到了一定的积极作用。论文以社区养老服务的相关理论作为开篇，为后续的研究提供一定的理论基础，同

4、时以石家庄东里社区的社会养老服务模式为研究对象，对老年人的照看情况，养老设施现状以及养老机构的现状进行深入的探析，研究了我国实行社区养老的必要性和可行性。此外，对于日本社区养老服务的发展和现状进行阐述，从多角度出发总结日本社区养老服务的特点。最后，结合制约我国社区养老服务模式发展的因素以及日本社区养老服务的优点，从政策设计，资金投入，内容完善，人员配备以及社会参与方面多角度提出了解决问题的建议和对策。关键词人口老龄化家庭养老模式社区养老服务模式IAbstractAbstractTheemergenceandthecomm
