3、ngwiththecomplexregulatory,technical,social,andeconomicissuesinvolvedindevelopingandpromulgatingbuildingearthquakehazardmitigationregulatoryprovisionsthatarenationalinscope.BybringingtogetherintheBSSCalloftheneededexpertiseandallrelevantpublicandprivateinterests,itwasbeli

4、evedthatissuesrelatedtotheseismicsafetyofthebuiltenvironmentcouldberesolvedandjurisdictionalproblemsovercomethroughauthoritativeguidanceandassistancebackedbyabroadconsensus.TheBSSCisanindependent,voluntarymembershipbodyrepresentingawidevarietyofbuildingcom-munityinterests

5、.Itsfundamentalpurposeistoenhancepublicsafetybyprovidinganationalforumthatfostersimprovedseismicsafetyprovisionsforusebythebuildingcommunityintheplanning,design,construction,regulation,andutilizationofbuildings.Tofulfillitspurpose,theBSSC:*Promotesthedevelopmentofseismics

6、afetyprovisionssuitableforusethroughouttheUnitedStates;*Recommends,encourages,andpromotestheadoptionofappropriateseismicsafetyprovisionsinvoluntarystandardsandmodelcodes;*Assessesprogressintheimplementationofsuchprovisionsbyfederal,state,andlocalregulatoryandconstructiona

7、gencies;*Identifiesopportunitiesforimprovingseismicsafetyregulationsandpracticesandencouragespublicandprivateorganizationstoeffectsuchimprovements;*Promotesthedevelopmentoftrainingandeducationalcoursesandmaterialsforusebydesignprofessionals,builders,buildingregulatoryoffi
