2、我国高速公路使用年限的不断增加，早期建设的高速公路路面已经出现不同程度的破损，相继不同程度的进入施工维修。但高速公路施工维修的过程中并不中断交通，维修使得高速公路通行路面变窄，施工路段存在着许多的交通安全隐患，这些问题很容易导致人们的伤亡以及直接经济损失，从而影响着人们的正常生活。为了解决这些问题本文对我国高速公路养护施工安全管理问题进行研究。首先采用文献综述法、归纳分析法、演绎分析法、实证分析法等研究方法，总结出高速公路养护施工安全管理存在着很大的安全隐患，如安全意识淡薄、法律依据不完善、信息化水平较低等问题。其次，为
3、了解决这些问题，本文从管理体制、机制、依据等方面阐述了高速公路养护管理现状及相关的理论基础。再次针对国内外高速公路养护管理做了详细的介绍，并借鉴国内外养护施工安全管理的先进经验。最后，在现行高速公路养护施工存在安全隐患的基础上，从高速公路养护施工前、施工区、施工中、施工后提出相应的措施以及相关部门全员协作参与安全管理。有效保障施工的进度及施工人员和广大司乘人员的生命财产安全。关键词：高速公路养护，施工区，施工安全管理I万方数据AbstractAfterdecadesofrapiddevelopment，thehighwa
