1、浙江大学硕士学位论文职工基本养老保险待遇调整效应分析姓名：陈新彦申请学位级别：硕士专业：社会保障指导教师：何文炯20120526摘要自2005年以来，国务院连续八次对职工基本养老保险待遇水平进行大幅度上调，社会各界对此调整政策众说纷纭、褒贬不一，但目前仍缺乏对此问题较为系统、全面的分析．本文从制度公平性、可持续性这两个角度，对职工基本养老保险待遇调整的效应进行分析。职工基本养老保险待遇调整的影响范围很广，本文从制度公平性的角度，分析这种待遇调整对于不同人群之间养老金水平差距影响的效应；从制度可持续

2、性的角度，分析了这种待遇调整对职工基本养老保险基金支付能力的影响。通过研究，得出了两个主要结论，一是目前的待遇调整政策不仅在缩小企业与机关事业单位退休人员之间养老金待遇差距方面未能完成既定的目标，而且加大了城乡之间的养老金待遇差距；二是职工基本养老金待遇的持续大幅度调整，既加剧了参保者权利与义务的不对称，又加大了职工基本养老保险基金的支付压力．本文认为，应当按照公平和可持续的原则，完善社会养老保险制度体系、优化制度设计，确定合理的养老金待遇水平，控制和缩小群体间社会养老保险待遇差距．据此，提出了三

3、条政策建议，一是加快改革机关事业单位养老保险制度，二是持续稳定提高农民社会养老保险待遇水平，三是确立职工基本养老保险待遇调整的原则和机制。关键词：职工基本养老保险、待遇调整、养老金差距、基金支付压力AbstractIthasbeeneighttimesthattheStateCounciladjustedthebenefitamountofSocialEndowmentInsurancesince2005．Thesocietyisconcernaboutthat，butfewresearchesh
