1、ITBSFall2009SummaryReportTheITBS(IowaTestofBasicSkills)isanationallynorm-referencedtest(NRT)usedtocomparetheachievementofstudentsinMariettaCitySchools(MCS)tothatofarepresentativenationalsampleofstudents.ThepurposeoftheNRTistoobtaininformationabouthowtheperformanceofMCSstudentscompareswitht
2、hatofstudentsinanationalsample,anexternalreferencegroup.Inotherwords,theITBSisusedtorankstudents’performanceonascale.Scoresfromanorm-referencedtesttellhowagivenstudent’sknowledgeorskillmeasuresuptothatofothersinanormgroup.Priortothefallof2006,theITBSwasadministeredinthespring.However,inres
3、ponsetobenefitscitedbylocalschoolsystemsandresearchconductedattheUniversityofIowa,MCSdecidedtoadministertheITBSinthefallbeginningin2006.Georgialaw(O.C.G.A.,Section20-2-281)statesthateachlocalschoolsystemmayelecttoadminister,withstatefunding,nationallynorm-referencedinstrumentsinreading,mat
4、hematics,science,orsocialstudiesingradethree,four,orfiveandingradesix,seven,oreight,subjecttoavailableappropriations,withassistancetosuchschoolsystemsbytheStateBoardofEducationwithregardtoadministrationguidance,scoring,andreportingofsuchassessments.TheMariettaSchoolBoardofEducationapproved
5、assessingstudents’performanceingrades2,4,and7usingtheITBSin2009-2010.Note:Theavailabilityofnormsmakesitpossibletomakescorecomparisonswiththemostrelevantgroupofstudents.In2007MariettaCitySchoolsbeganusingthe2005normsforscoringgrade2.Thestate’scontractwithRiversidePublishingthroughthe2008-20
6、09schoolyearspecifiedthat2000normswouldbeusedforstatefundedscoring.In2008-2009duetoachangeinthelaw,MCSwasabletoselectgrades4and7asthegradestobescoredusingstatefunds.ForthisreasonITBSscoresreportedforgrades4and7in2008-2009werebasedupon2000norms.Beginninginthe2009-2010schoolyear,thestateente
7、redintoanewcontractwithRiversidepublishingwhichspecifiesthat2005normsbeusedforstatefundedscoring.In2009-2010ITBSscoresreportedforgrades2,4,and7arebasedon2005norms.However,scoresreportedforgrades4and7werealsoreportedusing2000norms.Consequently,2009ITBSscoresfor
