3、ctive,aspartofalightandtime-sensitiveprocess,toquicklyprovidematerialthatcouldfeedintoon-goingCOlearning,aswellastheglobalinternal/externalclusterapproachreviewprocess.MethodologyThesynthesisdrawsprimarilyfromaseriesofdebriefingsinpersonorbyphonewithall9UNICEFHQsurgesupportstaffwhohadbeendeployedt

4、oPakistanasclustersupportandcompletedtheirmissionsby31December2010,aswellasareviewoffourhand-overnotesfromthesame.Thestaffmembersdebriefedcoverarangeofsector/sectionperspectives(seeAnnexforabreakdownonfunctionalareasofthosedebriefed).Thisdocumentwasvalidatedthroughcirculationforcommenttoallstaffme

5、mbersdebriefedaswellasasmallHQreferencegroupfamiliarwithlessonslearnedinitiatives.ThisexercisefocusesonlessonslearnedrelatingtothestrengthsandweaknessesofUNICEFandInter-Agencysystemsandpractices,ratherthanonindividualactionsorperformance.Giventhatthisdocumentisintendedasapreliminarysynthesisbutals

6、ocontributingtofurtherlearningandevaluation,lessonsincludedherehaveacertainlevelofconvergenceintermsofthenumberofsourcessimilarlycitingalessonlearnedoranelementthereof.Convergencehasbeendefinedasmaterialdrawnfromatleast2ofthe10sources;thereare,however,averyfewspecificinstanceswherelessonsdrawnfrom
