1、哈尔滨理工大学哲学硕士学位论文协同视域下区域装备制造业与生产性服务业互动融合政策评估研究摘要区域装备制造业与生产性服务业互动融合产业政策评估是产业政策管理过程的一个重要组成部分。本文从系统协同性的角度，对区域装备制造业与生产性服务业互动融合产业政策评估进行系统的综合研究。首先，本文归纳了国内外关于两大产业互动融合政策评估理论的相关研究，对相关研究进行了综述。其次，参考政策评估理论，对两大产业互动融合政策评估要素进行了系统分析，明确了两大产业互动融合产业政策评估主体、评估目的与标准、评估过程。以此为基础，构建了区域

2、装备制造业与生产性服务业互动融合政策综合评估指标体系。对现行的几种政策评估方法进行了比较和选择，利用层次分析法进行指标权重的确定和一致性检验，建立判断矩阵，判断两大产业互动融合政策指标相对权重，得出不同方案重要性程度的权重，为两大产业评估指标的选择提供依据，验证其评估指标选择的实用性。最后，在理论分析研究的基础上，本文提出了区域装备制造业与生产性服务业互动融合政策评估实施与保障的对策和建议。关键词装备制造业；生产性服务业；产业互动融合；政策评估-I-哈尔滨理工大学哲学硕士学位论文PolicyEvaluationo
