1、山西财经大学硕士学位论文山西省城市灾害综合管理能力评价研究姓名：陈琦申请学位级别：硕士专业：管理科学与工程指导教师：阎俊爱20120229摘要城市作为巨大的承灾体，叠益成为国际社会防灾减灾的中心和重点。城市灾害的频繁发生及其造成的各种损失，己经对城市经济社会发展构成了严重的威胁，城市对灾害的预测、防御、救助及灾后恢复的综合能力，直接决定了城市可持续发展的基础和麓力。人{fj对城市灾害科学合理的管理已经成为实现减灾昀最好手段。本文针对山西省城市灾害综合管理能力评价作了以下几个方面的工作：第一，对城市灾害综合管理

2、能力的fii涵进行了界定，在充分借鉴国内外城市灾害褶关研究成果的基础上，结合山西省各城市两然环境和经济状况，建立了山西省城市灾害综合管理能力评价指标体系。第二，根据建立酶评价指标体系，利用主成分分析的方法对山西省n个地级市的相关数据资料进行了实证分析，得出了所选11个地级市城市综合管理能力的排序结果，按照城市灾害管理能力的强弱将所选地区划分成了三类，并逐⋯分析了这三类地区的城市灾害综合管理能力。第三，针对山西省城市灾害综合管理能力的实际情况，提出了提升灾害综合管理能力的对策和建议。【关键词】城市灾害综合管理能
