1、安徽大学硕士学位论文失地农民权益保障研究：基于农民制度需求的视角姓名：郭媛媛申请学位级别：硕士专业：政治经济学指导教师：张德元201104中文摘要＼删嬲伴随着中国经济快速发展，大规模的城市化、工业化应运而生，到处都是正在修建的工程、建筑，然而，在这热火朝天的景象下，大批农地被征收，南来北往的都是大批进城务工的失地农民。他们不同于农民，因为他们被迫离开了赖以生存的土地，他们也不是市民，不能像市民一样得到工作的机会和社会保障。失地农民是被社会边缘化的一群人，生活陷入贫困，再就业十分困难，各项权益受到损害，已经沦为社会的弱势群体。本文采用制度均衡的分析方法，首先分析我国目前关

2、于失地农民权益保障的征地、就业、医疗与养老四个方面的制度供给状况，要保障失地农民的权益，必须了解导致失地农民权益流失的各项制度。其次，通过对省内部分失地农民现状的调查了解他们对当前制度的意见和需求；再次，通过需求与供给的分析，发现两者的错位所在，探析造成失地农民问题的原因，并从产权制度的构建、补偿手段的完善、搞好农民的再就业工作、农民社会保障制度的建设等方面提出了切实保护失地农民权益的建议和对策，以解决失地农民的长远生计问题，达到保护失地农民合法权益的目的。失地农民问题若得不到妥善处理，就必定影响我国的现代化进程，社会主义和谐社会和社会主义新农村的建设只能沦为一句空话。
