4、shtoturnadeafeartotheappealoftheGreekGovernment.Greeceisnotarichcountry.LackofsufficientnaturalresourceshasalwaysforcedtheGreekpeopletoworkhardtomakebothendsmeet.Since1940,thisindustrious,peacelovingcountryhassufferedinvasion,fouryearsofcruelenemyoccupati
5、on,andbitterinternalstrife.WhenforcesofliberationenteredGreecetheyfoundthattheretreatingGermanshaddestroyedvirtuallyalltherailways,roads,portfacilities,communications,andmerchantmarine.Morethanathousandvillageshadbeenburned.Eighty-fivepercentofthechildren
6、weretubercular.Livestock,poultry,anddraftanimalshadalmostdisappeared.Inflationhadwipedoutpracticallyallsavings.Asaresultofthesetragicconditions,amilitantminority,exploitinghumanwantandmisery,wasabletocreatepoliticalchaoswhich,untilnow,hasmadeeconomicrecov
7、eryimpossible.Greeceistodaywithoutfundstofinancetheimportationofthosegoodswhichareessentialtobaresubsistence.Underthesecircumstances,thepeopleofGreececannotmakeprogressinsolvingtheirproblemsofreconstruction.Greeceisindesperateneedoffinancialandeconomicass
