1、摘要本文从分析工程造价管理在国内外的发展过程入手，对国内外的工程造价管理理论进行比较，论述了用工程量清单计价模式代替传统的定额计价模式这一改革的重大意义，指出这是与国际接轨的唯一出路。由于工程量清单计价是一种全新的计价模式，对工程造价人员的观念是一个极大的挑战，他们急需理论上的指导与实践上的支持。本文充分借鉴国外先进的建设工程造价管理模式，对我国工程量清单模式下的工程造价管理问题进行了探讨。本文以工程量清单计价为基础，首先介绍了工程造价的构成，提出了实施阶段工程造价管理的对象和内容，主要包括承包合同价、合同价变更的管理、施工索赔、竣工结算。接着对如

2、何作好各阶段的工程造价管理工作进行了阐述：在发包阶段，分析了工程量清单招投标的具体过程，提出可从提高编制清单质量、重视清标工作，投标方对清单的审查几方面提高建设项目发包质量；在施工阶段，分析了当前建设项目工程造价本阶段失控的原因，并提出了相应的动态控制措施；在结算阶段，分析了建设项目送审结算书“失真”的原因及具体表现，对如何做好本阶段工程造价的控制提了几点建议。本文在提出各个阶段工程造价管理描施之后，对建设项目T程造价管理的改革进行了探讨，提出了我国工程造价管理的几点对策，为工程造价管理改革提出了自己的观点。关键词：工程量清单，工程造价管理，定额，
