1、北京市劳教局IT运维服务管理体系研究摘要随着信息技术的快速发展以及电子政务、信息化的普及，越来越多的政府机关单位运用计算机技术、网络通讯技术等高科技信息化手段进行日常的业务处理和办公应用。北京市劳教局及下属劳教所作为劳动教养管理工作的执行机构，在逐步完善信息通讯、所区安防等基础设施建设的同时，随着越来越多的信息技术的应用，已逐步建立并完善了与自身业务相匹配的信息系统。但是，随着劳教业务对信息系统依赖性的不断增强，系统本身也日趋复杂，整个系统的管理难度也就会越来越大，整体的IT管理由建设向运维逐渐开始转变。因此，如何管理好信息系统，保证其可用、安全、可靠，确保
2、劳教场所的安全稳定，进而促进教育矫治水平的不断提高，逐渐成为下一步IT管理需要考虑的一个重要方面。传统的IT管理方式己不能满足面向业务流程的管理要求，这种内在要求，直接促进了传统的以技术为中心的IT管理模式向以服务为中心的IT管理模式的转变。本论文以北京市劳教局为案例，通过对IT运维服务管理相关理论的介绍，结合《北京市电子政务运维服务支撑系统规范》（以下简称《规范》），通过对北京市劳教局信息化现状，主要是IT运维管理现状，进行分析和归纳存在的问题，结合现状，对建立北京市劳教局的IT运维服务管理体系方案进行了阐述，并对IT运维服务体系方案的效益进行了分析。主题
