3、ngmorecosteffectiveemployedstafforhighvalueself-employedcontractorswhereverpossible.3.RECOMMENDATION3.1Tonotetheproposedactionstoregulateanddecreaserelianceontemporarystaffinginsometeams,securingimprovedvalueformoneyonanyessentialagencyexpenditurethatisrequiredfrom2009/10asfollows:3.1.1

4、EnsurethatanyagencystaffdeploymentaccordswithProcurementguidelinesonpreferredagencysuppliers;3.1.2Tointroducetightermonitoringsystemstocheckcomplianceandensurethatbestvalueformoneyisbeingobtainedforeachandeveryagencyassignment.3.1.3TheAreaBusinessManagerandAreaManagementAccounttoregulat

5、ethemonitoringsystemforeachoperationalareawithHRBusinessPartnersfeedingregularlyintothisprocess,reflectingoperationaldemandsandpressuresandthecontextofworkforceplanningactivities.3.1.4Theworkforceplanningframeworkshallensurethatallotherreasonableoptionsofmeetingbusinessneedthroughflexib
