2、ipateinadesigncompetition.TheFAAisnotseekingoracceptingunsolicitedproposals.AtthistimetheFAAintendstoawardanoptionalfiveyearIndefiniteDeliveryIndefiniteQuantity(IDIQ)contractwithaceilingmaximumof$9,000,000.00awardedtoonevendor.Durability,efficiency,andflexibilityarethekeystothe

3、effectivenessofaproposedsystem.Giventhelargeinvestmentinthisequipment,theFAAhasastrongdesiretoensurethattheequipmentwilllastthroughtherigorsofdailyuseinanenvironmentwheretheequipmentwillbeinuse24hoursperday,sevendaysperweek.TheFAAalsorequiresthesystemisflexibleenoughtoallowform

4、ultipleconfigurationsofasinglebasicdesign.Therequirementsofspecificairtrafficcontrolpositionsvaryfromonefacilitytoanother,evenbetweenonepositiontoanotherwithinthesamefacility.TheFAAbelievesthatthereisan"economyofscale"thatcanbeachievedwithasinglenationalcontractthatwouldallowfo

5、ralowercostperunitpurchaseovertraditionalconsoles,whileallowingforflexibilityofpositionconfiguration.TheFAAwillachieveefficiencyofdesign,installation,andoperation.Designandinstallationwillbeeasiertoaccomplishwithasinglemanufacturer.AirTrafficOperationswillbecomemoreefficientwit

6、hfullyconfigurableworkstationsspecificallytailoredtothepersonaloperator.Additionally,maintenanceofthesystemwillbecomeeasierwiththeflexibilityofthesystemwithlessimpactonAirTrafficOperations.TheTRACONisa24hourmissioncriticalfacilitythatcontrolsairtrafficoperationsinadarkroomusing

7、radardisplaysandcommunicationequipmentinsupportofFAAairtrafficoperations.ThesuccessfulvendorwillberequiredtoperformworkinaliveoperationalenvironmentforexistingTRACONsduringnon-peakperiodsofairtraffic,andinnewTRACONsduringnormalbusinesshours.Thisprocurementprocesswillbedividedin
