2、诉不利的原因进行博弈分析，指出应对反倾销是一项由政府、行业协会和企业三者组成的“三位一体”互动的系统工程。接着运用多中心治理理论和博弈论的方法分析政府、行业协会、企业在机制中的角色：行业协会是领导和组织者，同时又是公共治理和行业治理两个系统的治理主体；企业是反倾销应诉的主体；而政府是重要的支持者。在这个机制中，政府应该从立法层次、政治资源、市场资源、人力资源进行管理，为应对反倾销起重要的支持作用；而行业协会应该加强结构层次和治理层次的改革，处理好与政府和企业的关系；企业应从事前、事中、事后三方面全面应对反
