1、河南理工大学2011界本科生毕业论文摘要进入21世纪以来，中国的社会主义市场经济得到了进一步的发展，而正式加入世界贸易组织更是为中国经济的增长和企业的发展提供了广阔的市场空间。但是，我们必须清楚地看到，与国际经济一体化相伴随的是更为激烈的市场竞争以及对企业、政府包括个人所提出的更为严峻的挑战。而公共部门作为市场经济主体的一个重要组成部分，其主要部分或核心仍然是政府的管理活动，公共部门在指挥以及引导社会主义市场经济各个主体的发展方向和资源支配方面发挥着不可替代的重要作用，因此，这就需要公共部门提高其绩效管理水平，立足于当代国内外变化着的公共管理的现实，尤其是转型期我
2、国公共管理的现状，研究新情况、新问题和新趋势，拓展公共部门绩效管理的研究范围，转换研究视角，引入新的研究方法，改变原有的理论形态，以便更好地为市场经济条件下以及加入WTO背景下的公共管理实践服务。本文主要从国内外公共部门绩效管理的研究和取得的成就、公共部门绩效评估、公共部门绩效管理的现状与问题以及解决的方法和途径等方面浅析我国公共部门绩效管理的问题与对策，旨在为我国公共部门绩效管理提供一个明确的发展方向和思路，使我国公共部门的绩效管理更加合理和完善，以便使其更好的为社会主义现代化建设服务。关键词：公共部门；绩效管理；问题；对策29河南理工大学2011界本科生毕业论
