1、万方数据指导小组成员名单陈晓原’教授唐亚林教授敬义嘉教授黄河副教授扶松茂讲师万方数据摘要中国海关自2003年开始全面推行风险管理，风险管理的实践已经走过了“八年”。在这八年的历程中，实现了“现代海关制度第二步战略”关于风险管理的目标规划，然而也遇到了一些难以调解的问题和困难：海关风险管理对管理资源的基础性配置作用没有得到发挥，风险管理“中心环节”的作用受到制约。因此，如何通过管理技术创新和制度创新相结合的方式，保证海关风险管理绩效持续优化，成为海关风险管理的新课题。本文在金融领域、公私合作项目关于风险分配的研究基础上，提出了以下解决思路：风险管理

2、绩效的优化就是建立和调整秩序的过程，建立秩序主要通过合理的责任分配实现，调整秩序是建立秩序的后续工作，也是通过修改风险责任分配实现的。而风险分配是责任分配的前提，责任分配只有和风险分配保持一致才能使风险管理系统实现统筹、稳定。因此，风险分配是海关风险管理制度创新和管理技术创新的核心，它对于风险管理绩效优化和改善的作用是不容忽视的。为了实现风险的分配，本文应用风险矩阵和风险分配函数，从横向和纵向两个方面建立了海关风险分配模型，并以重庆海关为例，实证分析了风险分配对于优化风险管理绩效的合理性和可操作性。对公共部门通过风险分配的途径优化风险管理绩效有一
