2、.TheWorldTradeOrganizationhasbeenveryprominentinthemedialately.TheWTOMembershadanambitiousagenda,butifyouanalyzetheinterimdecisionstheytookon31July2004,thoserelatedtothreeareas:Agriculture,IndustrialGoodsandTradeFacilitation.IwillbespeakingonlyaboutTradeFacilitationbutif,attheendofmypres
3、entation,thereisanytimeleftandyouwouldlikemetocommentonanyotherissuesintheJulypackage,Iwouldbepleasedtodiscussthem.DuringmypresentationtodayIwouldliketobrieflytouchuponthebackgroundofTradeFacilitationwithinthecontextoftheWTOWorkProgramme,toexplainwhatTradeFacilitationis,whyitisbecomingso
4、importantnow,whytheWTOshouldbeinvolvedinthisissue,whatthescopeoftheproposedAgreementonTradeFacilitationis,whatthedesiredobjectivesare,andfinallytomakeafewconcludingremarks.TradeFacilitationisnothingnewfortheWTO.Infact,itisitsraisond’etre.IfyoulookatthecurrentWTOrules,mostarebasicallymean
5、ttoenhancethetransparencyandharmonizationofinternationaltradestandards.SomeexamplesaretheWTOAgreementsonTechnicalBarrierstoTrade,ImportLicensing,andCustomsValuation,.GATTArticlesV,VIIIandX,whichwearegoingdiscusstoday,wereapartofGATT1947andarenowincorporatedinGATT1994asapartoftheWTOAgreem
6、ents.UsingthisnewAgreementonTradeFacilitation,theWTOMembersaregoingtoupdatetheseprovisions.TheissueofupdatingtheseprovisionsfirstaroseduringtheSingaporeMinisterialConferencein1996whenMinistersaskedtheWTOCouncilforTradeinGoods“toundertakeexploratoryandanalyticalwork,drawingontheworkofothe
7、rrelevantorganizations,onthesimplificationoftradeproceduresinordertoassessthescopeforWTOrulesinthisarea”.Followingthesedirections,theWTOSecretariatpreparedabackgroundnoteontheworkwhichhadalreadybeencarriedoutbymorethan15organizationsdealingwithsimplificationoftradeprocedu
