1、郑州大学硕士学位论文巩义市教育事业发展研究姓名：周戈申请学位级别：硕士专业：公共管理硕士指导教师：秦闻一201205摘要教育是民族振兴、社会进步的基石，教育事业的跨越式发展，极大地提高了人民的整体素质，对文化的繁荣发展、科技的不断创新，经济发展、民生改善和社会进步做出了无法替代的重要贡献。县级政府在我国教育管理体系中的特殊地位，决定了它们在教育发展中的地位是不可替代的，尤其是“县管教育”的体制确定之后，县级政府在教育发展中起着举足轻重的作用。本文以巩义市为例，主要采取文献法和调查法，围绕教育事业发展

2、以及发展中存在的问题进行研究和分析。全文由四个部分组成，第一部分概述了研究背景和选题意义，对相关文献研究进行了综述，介绍本文的研究思路和方法；第二部分研究了巩义市教育事业发展的概况，以及主要做法和措施；第三部分根据在巩义本地和到教育先进县市进行实地调研掌握的实际情况，结合我国有关法律、法规、省、郑州市有关文件对教育发展的目标和要求，指出目前巩义教育存在的问题，并分析成因；第四部分在上述分析的基础上，提出了改善教育发展的途径。主要包括：理顺县级政府与上、下级政府间的职权关系，提高对教育的重视程度，加大
