2、方的兽医工作就会陷入被动，就存在发生重大动物疫情和动物产品质量安全事件的隐患。动物疫病预防控制机构作为我国兽医系统的官方兽医技术支撑机构，其在各种疫病的早期诊断及预防控制等方面都起着非常重要的作用。我国很早就开始着手对兽医技术支撑机构进行建设，并经过几十年的努力取得了可喜成效。但是，我国动物疫病预防控制机构的建设还存在有待完善诸多问题。本课题得到了公益性行业（农业）科研专项经费（项目编号200903055）资助,课题旨在通过对OIE兽医效能考核评价指标体系PVS的深入研究，分析我国动物疫病预防控制机构存在的主要问题，参照PVS评估指标，提出构建我国的建设标准和评估指标体系的
