2、locationoftheCHSIwasbalanced,whichachievedbasicrequirements,butthesepersonnelstillneededtoimprovetheirtechnicalskill.1.ThenumberofCHSIstaffwasinanaverageof50.67ineachCHSC,6.69ineachCHSS,includingtemporaryemploymentstaffof26.78%,andpublichealthtechnicalpersonnelof76.7%.Inthehealthtechnicalpe

3、rsonnel,accountingfor44.13%ofphysicians,13.09%ofpreventivehealthcarestaff,and30.79%ofnurses.Eachcommunityhealthtechnicalpersonnelservicedforthepopulationof690people,eachdoctorfor1351,andeachnursefor2128.Accordingtodifferentdemographicandgeographicareas,theGinicoefficientswerelessthan0.3,whi

4、chshowedthathumanresourcesofCHSIwereequitable.2.ThetechnicalstructureofCHSIhealthprofessionalstaffneededtobeimproved.Theirservicequalityandtechnicallevelneededtobepromoted.Atpresent,thephenomenonofattachingimportancetomedicalcare,andneglectingpreventivehealthcareiswidespreadinCHSI.Thenumber

5、ofhealthtechnicalstaffwas76.71%ofthetotalstaff,inwhich80%ofstaffworkingintheCHSIwasdoctorsandnurses,butpreventivehealthcarestaffwasonly13.09%,whichwasmoreobviousinthemiddleandwest.TheorientationsoftheCHSCandCHSSweredifferent:theCHSCpaidattentiontobothbasicmedicalandpreventivehealthcare,whos

6、estaffequipmentwasmorereasonable;andtheCHSSwasapttobasicmedical,whichmainlyresultedinlowproportionofpreventivehealthcarestaff.TheCHSIhealthtechnologypersonnelweremainlyhadtechnicalsecondaryschoolorjuniorcollegediploma:thedoctor'seducationlevelweremainlyatjuniorcollegeandsecondaryschooleduca
